ircgate-0.4b.tar.gz is a package, requiring perl which enables convers operators to interlink their network with an IRC network.
it belongs into ~tcpip/ircgate or something. Alternatively you may want to create a directory 
~tcpip/dg1kjd.
there are more little programs like this coming up soon.
